On June 3, 2025, represented by Daphne Anugerah, the Ocean-Maritime-Climate Research Group of Anggraeni and Partners took part in the prestigious 4th International Conference on Law, Economy, and Governance (ICOLEG), which was hosted in Semarang. This year, the theme selected by ICOLEG was ‘Progressive Law and Sustainable Development Goals: A Catalyst for Environmental Justice in Global Uncertainty.’ The Ocean Maritime Climate Research Group had submitted a research paper titled ‘Indonesia’s Shipping Sector Emissions: Tracking Progress Against Climate Commitments,’ and they were selected to deliver a presentation on this paper at the ICOLEG event held in Semarang.”
Our Paper Story
As a research group focusing on ocean and maritime issue, we view that this year’s ICOLEG theme aligns with our research focus. Our research does not only focus on the business compliance for business owners in the maritime sectors, but our research also covers blue economy and maritime environmental protection. The paper we wrote derived from the ambitious goal set out by International Maritime Organization (IMO) to reduce 40% of the GHG emission from the maritime sector by 2050. By writing this paper, we want to see whether Indonesia as the member of IMO has partly or partially comply with the global standards. In a deeper level, we want to assess whether Indonesia has committed to be the agent of change in terms of preserving their marine environmental for the greater goods of the next generation.

The Conference went on for two days and commenced with an insightful public lecture delivered by Prof. Nanik Tri Hastuti, which focused on the critical concept of the Blue Economy. In her lecture, she emphasized the necessity of deeply comprehending the meaning and definition of the Blue Economy, as this foundational understanding is essential for developing stronger and more effective regulatory frameworks. Beyond solely addressing legal challenges related to environmental protection, the Conference also incorporated extensive discussions on the scientific dimensions of safeguarding the environment. One of the key highlights was the public lecture by Prof. Hadiyanto, a distinguished Professor of Chemical Engineering from Universitas Diponegoro, who elaborated on the severe consequences of microplastics pollution, particularly its devastating effects on marine ecosystems. Additionally, the Conference featured a thought-provoking presentation by Prof. Louis Kotzé, who explored the concept of the Anthropocene and its implications for environmental governance. Taken as a whole, the event successfully provided a well-rounded and multidisciplinary examination of environmental protection, integrating perspectives from law, science, and economy to foster a more holistic understanding of the challenges and solutions in this field.
Final Remarks
The 4th ICOLEG 2025 is a highly insightful and valuable experience for the Anggraeni and Partners’ Ocean-Maritime-Climate Law team. This conference offered a comprehensive insight and knowledge concerning environmental protection. The knowledge and contacts gained will be very useful for the team’s work in enhancing the research and study on the maritime laws and policies, both in Indonesia and internationally.
